All praise to God, the Father of our Lord Jesus Christ. God is our merciful
Father and the source of all comfort. He comforts us in all our troubles
so that we can comfort others. When they are troubled, we will be able
to give them the same comfort God has given us.

It's understandable. But my answer is, "God is hard at work comforting those who are suffering afflictions of some kind. Their agonizing cries are not being ignored. He knows, and he cares."
In His own words as recorded in the New Testament, the Lord Jesus said that He had come to "heal the brokenhearted" (Luke 4:18). While in the Old Testament, the prophet Isaiah, who lived about seven hundred years before Christ, foretold how Israel's future Messiah would come to "comfort all who mourn" (Isaiah 61:1-3).
Why would He do this, and why would He care about humanity? Because "God is love" (1 John 4:8). And how does He show His love? One way is by sending His people into the world to extend His help to those who are hurting.
In a world where many are troubled and weighed down by the cares of this life, or by the tragedies which often strike without warning, the Lord has His servants out and about caring for and showing His love to millions. They are feeding the hungry, clothing the naked, aiding the injured, and praying for the sick. They're also providing comfort to those who grieve. God's people are the Earth's caregivers.
In a world where death continually stalks its victims, God's children seek to bring life and hope whenever and wherever they can. That's the calling of Christ's Church. They are a people always ready to be used by the Lord to bring restoration and hope.
Where is God when it hurts? More than likely, He's standing right alongside those who need Him.
